Can MOT students do a JIP and does it count for the credits?

They definitely can do, to apply for JIP you simply need to follow the JIP application process (usually opens in spring). To make this count towards your credits, you have to complete the free specialization/electives form, send it to a graduation coordinator to sign it, than send it to the BOE to make them also sing it. When the BOE sign it, it’ll officially be your specialization/elective.
